Taiwan Church News 3216 Edition October 14 - October 20, 2013 Church Ministry News Reported by Lin Yi-ying Till October 7, there are 48 civil groups united, including Alliance for Jury System, National Legal Reform Promotion, GrassRoot Union for Taiwan Peace, Young Society and Civil Groups for Congress Auditing etc, urging Special Investigation Division (SID) should step out of political strife and better to be scraped, in order to get legal prosecution system back to normal. Zeng Wen-lon, Speaker of Alliance for Jury System, accused SID is a wild animal out of prosecution system. Evidenced fromtheir political frame up of former President Chen Shuei-bian in 2008 till the political strife broke out between President and Congress Speaker in September 2013, Taiwan people can easily see SID is above the law and shake down the whole country. Therefore, Zeng pleaded to scrape SID and let the prosecution system back to normal without the interference from SID. Wu Jin-chin, executive Director of Young Society and Law Professor of Alethia University, remarked that the initial purposeof SID is to strike down the bribery or power abuse of high profile officials. So, a Prosecutor General is established to directly command SID to fight the devil hiding behind those top offices. But, no body could have ever thought this commission to SID had been abused as an instrument of political strife like this 2013 September event. SID leaked the wiretapping data to Prosecutor General; Prosecutor General leaked these wiretapping data to President, evidentially against the criminal investigation rule that no data during investigation should be known to the third party. Since what SID were doing had deviated from their initial purpose to make trouble for Taiwan society, what kind of use they carry on to exist? Hwan Ti-ying, lawyer for Taiwan Professor Association, urged the congress to scrape the SID as Taiwan people felt enough tobear the existence of SID. Hwang reminded that both the congress of USA and South Korea did the same job to annihilate the similar SID institute within their countries: American congress scraped the office of independent prosecutor in 1999; South Korea congress eliminate the central investigation department in April 2013.
